Code Enforcement Officer/Building Inspector

Mercer County is seeking a qualified Code Enforcement Officer/Building Inspector to oversee building permits, inspections, code enforcement, and land use compliance throughout the county. Under the direction of the Tax Equalization Director/Land Use Administrator, this position ensures compliance with zoning regulations, building codes, ordinances, and permit requirements through inspections, investigations, and enforcement activities.

Key Responsibilities include but not limited to:

  • Administer the county building permit process, including permit issuance, fee collection, and recordkeeping.
  • Conduct inspections of residential, commercial, and industrial properties to ensure compliance with approved plans, ordinances, and codes.
  • Investigate complaints related to zoning, land use, public nuisances, unsafe structures, illegal dumping, right-of-way obstructions, and code violations.
  • Issue notices of violation, correction notices, stop-work orders, and citations as necessary.
  • Review building plans and permit applications for submission to Planning & Zoning and the County Commission.
  • Maintain inspection records, prepare reports, and assist with enforcement proceedings, including court testimony when required.
  • Provide guidance to contractors, developers, property owners, engineers, and the public regarding code requirements and permitting processes.
  • Support Planning & Zoning activities and assist with administrative and inspection duties within the Tax Equalization/Land Use office.

Qualifications

  • High school diploma or equivalent required.
  • Associate degree in planning, construction, or a related field preferred.
  • Minimum three (3) years of experience in building inspection, construction management, code enforcement, planning and zoning, or a related field; equivalent combinations of education and experience will be considered.
  • ICC Building Inspector Certification required or willing to obtain
  • Knowledge of ICC building, applicable state and local codes.
  • Ability to read construction plans, specifications, and GIS maps.
  • Strong communication, organizational, customer service, and problem-solving skills.
  • Valid North Dakota driver's license required.
